Organizational Procedures and Guidelines

The name of this organization is the Herndon Swim League (“league”) and it is a group of developmental swim teams (“members”) generally operating and located in the greater Herndon geographic region of Northern Virginia.   This organization is not officially chartered under the laws of the Commonwealth of Virginia. 

OBJECTIVES

The objectives of the League are as follows:
1.       To promote sportsmanship through friendly competition between amateur swimmers;
2.       To provide oversight and leadership to its members;
3.       To develop, monitor and enforce the rules of the league;
4.       To plan, organize and promote annual swim meets and other competitions;
5.       To provide for educational opportunities and support for the members, their swimmers and parents.

MEMBERSHIP 

Members of the league are the individual developmental swim teams represented by the team representative.  Each member shall have equal representation and one vote shall be allowed per team.  The membership may vary from time to time as members may join or withdraw from the league.  If a swim team is seeking to join the league, the members must vote on the admission of the team.  A simple majority is required for admission and voting may occur by any generally acceptable method (in person, by fax, by electronic mail or by telephone).  Teams must be members prior to the completion of the meet schedule on an annual basis in order to participate in the upcoming season. 

OPERATIONS AND ACTIVITIES 

The league shall be responsible for the following: 

1.       On an annual basis, it shall prepare an official meet schedule acceptable to the majority of the members of the league;
2.       Maintenance of the official records of the league; 
3.       Conduct season-end competitions among its members, as previously voted upon;
4.       Annual review and distribution of the Herndon Swim League Rules and Guidelines; 
5.       Public relations and promotion of the activities of the league;   
6.       Administration of special educational programs, scholarship programs and training for volunteer officials. 

 OFFICERS AND THEIR DUTIES 

The league shall have the following positions: 

1.       Commissioner: The commissioner is the senior official of the league and shall be elected annually by a simple majority of the members of the league.  The commissioner is responsible for pursuing the objectives of the league.  He or she will preside at all membership meetings and consult with those necessary to promote the successful management of the league.  The commissioner will appoint chairs of the committees on an annual basis.  He or she is responsible, along with the treasurer, for the fiscal well-being of the league.

2.       Treasurer: The treasurer is responsible for the financial functions of the league and shall be elected annually by a simple majority of the members of the league.  The treasurer shall serve on any committees responsible for the financial or fundraising operations of the league. On an annual basis, or more frequently is requested by a majority of the members, the treasurer shall provide a budget and financial reports to the members.  The members shall approve the budget on an annual basis.

3.       Secretary: The secretary shall be responsible for recording the actions of the league in meetings and reporting those actions to the members at large.  The secretary shall be responsible for the administration of the league and the maintenance of the official records. The secretary shall be elected annually by a simple majority of the members of the league. 

COMMITTEES 

The following committees shall operate on a regular basis: 

1.       Rules:  The Rules committee shall develop, maintain and publish the rules of the league as needed.  The committee shall consist of a chair, appointed by the commissioner, and at least two other members. 

2.       Education: The Education committee shall develop and administer the annual scholarship program for the league.  On an annual basis the committee shall provide the guidelines for the scholarship program to the members for approval by a simple majority vote.  The committee shall consist of a chair, appointed by the commissioner, and at least two other members. A separate scholarship committee shall be formed on an annual basis to review and approve scholarship recipients.  

3.       Schedule:  The Schedule committee shall provide the individual meet schedules on an annual basis subject to the approval of a simple majority of the members.  The committee shall consist of a chair, appointed by the commissioner, and at least two other members providing a representative sampling of the members. 

4.       Additional committees:  The commissioner may appoint additional committees on an as needed basis subject to the approval of a simple majority of the members. 

All committees shall meet on a regular basis or as frequently as needed to conduct their business.

MEETINGS

The league shall meet on a regular basis in order to conduct the business of the organization.  Generally, meetings shall be on a monthly basis and shall be open to all members of the participating teams.
